May 2025 marked a significant period of leadership transitions in the technology sector, with several organizations appointing new Chief Information Officers (CIOs) to steer their digital strategies and innovation efforts. Today, IT Executives Council will focus on 12 CIOs that accepted new roles this month.

McLarens Names Shoukat Ali Bhamani as New CIO

Global loss adjusting and claims management firm, McLarens, has appointed Shoukat Ali Bhamani as chief information officer (CIO), a newly established global role. He will oversee the company’s global IT strategy, focusing on ERP system development, data infrastructure improvements, and the advancement of analytics capabilities.

SBA Names Hartley Caldwell as New CIO

The Small Business Administration (SBA) has named Hartley Caldwell as the new chief information officer. Caldwell most recently served as the CIO of Fiserv, a financial technology (fintech) company. Before that, he worked at other fintech companies, including First Data Corporation, where he was the head of debit and STAR technology, and Citi, where he served as head of global open banking.

The Home Depot Names Angie Brown as New EVP and CIO

The Home Depot has appointed Angie Brown as its new Executive Vice President and Chief Information Officer. Brown, a 27-year veteran of the company, will oversee the technology strategy, infrastructure, cybersecurity, and software development across Home Depot’s 2,350 retail stores and 790+ branches.

WSFS Bank Names Allan Matyger as New VP and CIO

WSFS Bank, the main subsidiary of WSFS Financial Corporation, has announced the appointment of Allan Matyger as the new Executive Vice President and Chief Information Officer (CIO). Matyger, who recently served as Interim CIO, has been promoted to permanently oversee the bank’s technology strategy and digital transformation.

Audacy has named Steve Rollins as the new chief information officer. Rollins has spent the last five years working with both startups and private equity firms to analyze and implement more efficient organizations and processes.

CommerceOne Names Mailon Manasco as New CIO

Mailon Manasco

CommerceOne has announced Mailon Manasco as the new chief information officer. Mailon brings a wealth of IT and cybersecurity expertise. He started his career at PwC in 2015, delivering audit and consulting solutions across the Southeast. Since 2017, he’s been a key player at Regions Bank, notably leading its cybersecurity audit function and significantly enhancing the organization’s cybersecurity posture.

Regent’s University London Names John Armstrong as New CIO

He joins from Burberry, where he spent the past nine years working as part of its IT senior leadership team and leading the transformation of IT in various roles: the VP of Global Supply Chain IT and more recently as the VP of Global Enterprise Data & Applications.

DOD Names Kirsten Davies as New CIO

President Donald Trump nominated Kirsten Davies to serve as the next Chief Information Officer of the Department of Defense. Davies has held IT and cybersecurity roles at major firms including Unilever, the Estée Lauder Companies and Booz Allen Hamilton. She is also the co-founder and CEO of the Institute for Cyber, a digital safety nonprofit.

HUD Names Eric Sidle as New CIO

The Department of Housing and Urban Development (HUD) has appointed Eric Sidle as the agency’s new chief information officer. Sidle comes to the new government role with considerable experience in technology operations in the electric and autonomous vehicle sectors.
